To be able to fix this error you just need to follow the below steps;
1. Unlock your device and locate 'settings' on your phone then click on security.
2. Find Device Administrator or Credentials depending on your phone and find clear credentials and click okay to clear the credentials (Note: You won't lose any file).
3. Navigate back to security in the settings menu then find Device Administrator and finally click on Clear(Untick) all checked boxes.
4. Go back to settings then Screen Lock and the option to disable security will be available again.
NOTE: If it doesn't work try to restart your device and try the process again.
